The Conservative party has urged changes to be made to the way in which private schools are expected to prove their charitable statuses.
Shadow schools minister Nick Gibb believes the situation has become too bureaucratic and regulations should be relaxed.
"It is right that independent schools which enjoy charitable status should meet a public benefit test and there are a number of ways in which they can do so," he told the Guardian.
He said that independent schools should be able to continue with their contributions, although the public benefit test should not restrict them from doing so.
Research from the Charity Commission show the number of charities affected by the recession has increased, although they remain broadly optimistic.
Of those questioned, 52 per cent said they had taken measures to combat the downturn and nine per cent of charities have considered merging with other causes.
