Independent school leavers 'should be means tested for tuition loans'

Pupils who are preparing to leave the independent schools at which they have been studying should be subjected to means testing when it comes to evaluating how much their tuition loans should be.
This is according to the Institute for Public Policy Research (IPPR), which has called for means testing for students.
Doing so would avoid the situation many youngsters have found themselves in this year, the body added, as restrictions in university places have been introduced due to funding deficits.
Mike Kenny, a visiting research fellow at IPPR, elaborated: "The government should plan to put in place funding to ensure far more young people with good qualifications can afford to go to university and are able to find place in the years ahead."
According to a report published by the IPPR last year, the quality of secondary school teaching can mean the difference between pupils passing or failing their exams.
