Parents of unruly children 'could end up in court'

Parents of unruly state and independent school children could end facing court action under new government legislation.
The home school agreement, which has already been adopted in many learning centres, is to become statutory.
It will give mums and dads the right to complain if they believe their offspring's education is being disrupted by another pupil.
Announcing the move, schools secretary Ed Balls stressed it was only a "small minority" who were being targeted by the new rules.
"Every parent will have to, as part of the admissions process, say they take on board the obligations in the home school agreement and every parent will be expected to reaffirm that every year," he explained.
Complaints can be lodged with local council officials if the guidance is not being followed by some families, the minister added.
Last month, Mr Balls announced proposals for the reform of how educators operate in the classroom following their training, revealing plans for a new licence to teach.
