A teachers' union has called for cadet forces to be installed in state schools, as they already are in many private schools.
Currently, only 60 cadet forces exist in the state sector in England and Wales, compared to 200 in the grammar and independent school system, the Guardian reports.
The majority of Ministry of Defence funding for the Combined Cadet Force goes to pupils at private schools, according to the newspaper.
Former secondary school teacher Peter Morris proposed the idea at the annual conference of the Voice union, arguing that "cadet forces will inculcate some of the values which we, as a society are missing: self discipline, self reliance, loyalty in all sorts of different ways - to one's comrades, to one's unit and to one's country - courage, respect and integrity".
The government has also lent its support to the proposal.
Cadet forces exist across the country in schools and centres where members can learn basic skills, such as first aid and map-reading, as well as take part in activities such as kayaking and mountain climbing.
