The complexities of the new diploma are deterring leading private schools from adopting the qualification, it has emerged.
According to the Guardian, papers published following a seminar held for the independent sector to discuss the diploma disclose that private school leaders saw "obstacles and difficulties" in signing up to the scheme.
Furthermore, the documents reveal that the government is making a number of efforts to persuade independent institutions to sign-up to the qualification, including offering them special status as an "associate" or "observer".
Schools minister Jim Knight told the paper: "I want to work with the independent sector to produce a protocol that will work, so there is a fair financial package in place."
Last week the Confederation of British Industry warned that a division between the state and independent sectors could be created with the introduction of the diploma in its current guise.
