Parents "lack skills"

Conservative frontbencher Chris Grayling has this week argued that parents lack skills.
He has also warned against "Frank Gallagher-style parenting" in reference to the character from Channel 4 show Shameless.
"In too many parts of our society, responsible parenting and good parenting experience is disappearing," he said.
He added that in many parts of society parents no longer know how to bring up their children and that Frank Gallagher-style parenting has become "the norm and not the exception" in some areas.
However, in his speech to the thinktank Reform the shadow work and pensions secretary said that the Conservative party should not stigmatise lone parents but should help them instead.
Mr Grayling said that his party had "seemed to be at war" with single parents over the last 25 years and that that should not happen again.
