New exams regulator to be created

The secretary of state for children, schools and families Ed Balls has announced new legislation will create an independent regulator for exams and qualifications.
He said the regulator will build on the achievements of the Qualifications and Curriculum Authority's (QCA's) achievements and provide greater confidence that exam standards are not falling.
This summer saw yet another debate raging over whether or not exam standards had slipped and QCA has to report to ministers which can make it hard to show it is acting independently, he said.
"We must put beyond question the independence of the public guardian of standards. We believe that our proposals will both provide greater transparency in qualifications and tests and secure the confidence in standards on which they depend," he said.
Mr Balls told the BBC's Today programme it was time to end the annual debate about exam results and that results were rising as a result of hard work.
